If it's not on the list yet, then my guess is an announcement of the upcoming download (you might try asking Valve about it...). The announcement is dated 12/22, so you should probably keep an eye on your Steam download list...
Another possibility is that it recognises that you aren't running XP64 so it doesn't offer it as an option for you.

To run a program in 64 bit, you must have a 64bit OS and drivers. However, you can run a 32bit program on a 64bit platform...

For OGuy, I don't believe it is a free upgrade anymore, unless you have an OEM computer with WinXP Pro, AND they have that agreement with MS...

It should increase performance... i.e. performance increase in Farcry 32-bit to 64-bit, a significant increase.
 
I'd wait for some benchmarks before getting excited. And WinXP64 is still a very un-friendly OS. I wouldn't recommend it yet. Driver support is still very poor.

 
The game automatically detects it and runs accordingly. i can actually see visual diference in my game as of now and im not running windows xp 64
