Hahaha. Windows Largest error mesage.

as stated in the article, it's an application error. A windows error would have probably resulted in a blue screen of some sort. don't blame microsoft for whatever program that is.

Looks like directx to me. 😛
 
The box running that billboard just has Error Reporting on, that's why it said "Tell Microsoft etc...". The program probably caused a fault in directx.

Likely only tourists (precisely what Mr. Gaffin was) would notice.

The rest of us in the city are typically too engrossed with walking to actually get to our destination.
