Hacking cases where hacker could not be prosecuted

Doing a project for school (it's only the 2nd day!). I'm looking for a list of hacking cases where the hacker couldn't be prosecuted because no laws existed against what he/she did. Can anyone name some? Thanks

If you want to include virus authors, I'm pretty sure I just read a couple weeks ago that the person who cooked up the "ILoveYou" virus in the Phillipines was released recently because there was no law to prosecute under. I think the article said that extradition treaties don't apply unless the issue is a crime in both countries.

Don't take that to the bank, but it might be a starting point for some research.

Yeah, the Philipino guy who created the ILoveYou. kranky's right...check ZDNN, C|Net news.com and CNN for the stories about it.

I thought he was let out because it was a school project he "accidentaly" sent out. What about the first virus, where the guys were hevinga computer war to see who can write a virus that will infect the network, but accidently let it loose..

If someone sends out a virus over the net, he isnt actually doing anything wrong or illegal. It's the idiots who dont know sh!t about computers that run the virus on their own computer and fsck everything up that should be responsible for all the systems going down.

While the person who created the "I Love You" virus obviously didnt have anything constructive on his mind, he did nothing wrong, and he should not be punnished at all.
