H100iv2 fans quit spinning worked fine for weeks

I just build a rig a couple weeks ago with no problems, its a 5820k, asus x99 pro 3.1 mb, corsair lpx 3000mhz ddr4 ram, and a h100iv2. And it worked fine until yesterday my fans on the radiator spin in bios but soon as windows 10 loads they quit spinning. I think its something to do with corsair link and my mb setting not playing nice. I have the fans hooked to the cpu mb fan header. I had cosair link installed and went back yesterday and it wasnt there not sure what happened but i reinstalled it then i noticed later that day my radiator fans weren't spinning. So i unistalled corsair link but it didnt help. I know the fans work because they spin in bios and if i go to the fan tunning software they start spinning while its making adjustments. But im stumped no setting i can do gets them working in windows, gonna reset the bios when i get hom from work and see if that does it. In corsair link fans stay at 0 rpm no matter what i set them on. Gonna use asus mb to control everything but what setting do i need to have the fans on in the bios any help would be greatly appreciated.

If this is only about fans and not about the H100iv2 pump, I'd investigate some things. . . . .

Are you using -- do you have installed -- the ASUS Suite and what was called "Fan Xpert" for my Gen2/Gen3 motherboards?

If you do, the fan-curve module works with the ASUS BIOS once you've chosen a fan curve and profile within the software. There may be a default configuration imposed by the software just for being installed, but it has to work with the setting in the BIOS among "Turbo," "Quiet" and "User [defined]."

I myself am looking towards using the H115i with a system-build I have on the drawing board. I've been aware of the Corsair Link software, and problems I've seen in forums pertaining to the pump and its speed. So I anticipate a possibility of facing similar problems.

I think it would be advisable to eliminate one of two software installations if you have them. And if using the motherboard's own software for more general cooling configurations, you might want to investigate eliminating the Corsair Link program. I could also be very wrong about this. But somebody with firsthand experience on this matter would know . . .
