h100i v2 not properly cooling?

I have a Corsair H100i V2 AIO and a Intel 7700K running at stock currently.

1.175v @ stock idle = 28-35C (4.5GHZ)
1.175v @ stock load = 55-65C (4.5GHZ)
1.175v @ stock stress = 65-70C (4.5GHZ)

Pump Temp = 26-30C
Fan Speed = 900-2500RPM
Pump Speed = 2000-3000RPM

1.25 @ 4.9 idle = 35-40C
1.25 @ 4.9 load = 60-70C
1.25 @ 4.9 stress = 75-80C

Pump Temp = 30-32C
Fan Speed = 900-2500RPM
Pump Speed = 2000-3000RPM

Radiator is top mounted in exhaust, 2 fans in front as intake and 1 read as exhaust using a Phantke Evolv ATX Glass case. Inside of case feels cool, pumps and tubes feel cool the air coming out is cool... I can't see how or why the CPU would be getting so hot. My buddy has a S340 with a Cryorig H7 and 7700K @ 1.2v stock his doesn't get any hotter then 60c while gaming.

I reseated the cooler and everything twice, used MX-4 paste I tried fans and pump on max... Voltages don't exceed 1.25v. Do these temps seem normal? I know that these processors run hot and Corsair H100i's aren't exactly top notch but I felt performance should be better... Should I return the cooler for a better one? I mean the liquid is 30c... pump seems functional etc so I just can't see what the deal is... when I took the cooler off thermal paste was evenly distributed etc. didnt' seem like a bad mount. These temps normal or should I rma the CPU and/or buy a different cooler?

These are temps while playing a basic game like Diablo II. So I can only imagine other games will make it even higher.

How long is it taking to reach those temps and what's your ambient temp?

Edit: Now your screenshot is loading and I'm confused. You said it's running at stock but screenshot shows it running at 4.9Ghz.

I listed both OC and stock speeds/temps I'm currently running 4.9 in that screenshot. My stock and oc temps BOTH seem high.

It only takes moment for the temps to jump high when I start a game or stress test, then they stabilize and go up slowly until they don't go any higher then the temps stated in the first post.

the temps difference between stock @ 1.2 and OC @ 1.25 is like 5c difference... On load in game @ stock I hit around 55-60c.

right now playing pretty intensive game and hitting 67C after a few hours @ 4.9ghz/1.25v

so 67-70c gaming and 80c stress test @ 1.25/4.9ghz seem normal?

and 55-60 @ 1.2/4.5ghz?

I don't have a 7700k, so I'd have to let somebody else speak to it's temps. If the liquid is only 30c after hours of load though and CPU temp at 70c-80c, I'd question how well the heat is being transferred. When stressing my 1700x @ 3.9Ghz 1.35v, my CPU tops out around 60c, but my liquid is hitting 40c at that point which is hotter than I'd like. That's with 22c ambient temps.

That said 67c @ 4.9ghz after several hours of load, doesn't sound terrible.

Can't really compare AMD to Intel the temp sensors are much different AMD has always run much cooler and at lower clocks. Right now I just tried stock @ 1.175v and I hit 63c while playing CSGO this doesnt seem right? Then overclocked I hit 70C @ 4.9 1.25v playing CSGO.
