Thats bizarre AMD doesn't fuse off the die, but using a bios to lock it..

Only on some. It kinda looks like they took a lot of GPUs that were validated for the 290X and quickly turned them into 290s, maybe in effort to meet the initial demand? Outside of that lot it looks like they're using the same laser fusing technique they had on Tahiti.

reports from my unlocked 290 from powercolor

My XFX was unlocked also. Rev P.0 so had no worries as soon as I saw the sticker.

Just flashed the uber bios last night to 290x :)

Still playing around with it currently trying to get the feel of it.

Before and after benchmarks are easy with dual bios. Position A = 290 Position B = 290x.

My rig isn't the best for max 290 overclocking. My H100i is front mounted running push/pull on quiet mode so airflow isn't the greatest to the card.

Trying to find a overclock that is maintainable without throttle seems to be the biggest challenge.

My memory may suck tho as it seems to cap out around 1380. Might just be the 290x bios I'm using currently. Guess I'd have to shutdown and hit the switch to test again in 290 mode to see.

Looks like bumping the aux voltage in Afterburner allows a little more headway on memory clocks as bumping it to +50mV gets me up to 1425MHz.
