H@lp PC not booting UP but making high pitch noise from PSU

So I built this new pc and when I plug the power supply in, I get this high pitch noise from the power supply. I dont think so I have a problem with the motherboard because I just exchanged this for another one and I still have the problem. I have another power supply and I checked it with that.. ITs still making the high pitch noise. The computer is not turning on at all. Just a high pitch noise from either power supply when I turn the switch on the back of my PSU...

I have never experienced this kind of problem and its really weird...

I unplugged everything and only had the 24pin plugged in and I get that high pitch noise.. I thought I had a defective mobo and I got a new one but I still am facing that problem. Also removed the mobo from the case and got it to a new case and no luck..
