gzip and tar would not work for application..

Recently I tried to install Java and the emacs editor for my friend on her laptop. The school gives you the files and you use gzip and tar to extract info from the university configuration files.

I did the install exactly as stated, but when running the command line for gzip and tar, it gave me an error stating that it can not run in dos, which is false cause it opens up a dos window when executing. We were able to put it on my roommates computer but she needs it on the laptop. I tried running it from windows as well, but it didn't work.

Does anyone know anything about gzip and tar?
 
If you run it in a DOS Window, you get an error saying it cannot run in DOS? What OS? How are you running gzip and tar? Through cygwin?
