Did they ban the stuff?

Dragon's breath - flame spewing shotgun shell rounds.
Bolo-bolo - large ball/small ball bonded with stout wire spins as it leaves barrel creating a whirling wheel of terror.
Exploding slug kits - pack your own with mercury fulminite caps.
Flechette - round full of steel rods for flesh tearing fury.
Tracer rounds, etc.
 
Tracers are legal.

The other stuff sounds like it would be a "distructive device" under NFA rules. There's a $200 tax per round if they fall under that law.

Destructive devices are those that shoot projectiles greater than .50 caliber with the exception of shotguns.

And tracers are not illegal. You can buy them on most any site that sells ammo.
