Guide to overclock 3930K on Sabertooth X79

Could someone pls write up a quick guide on exactly what I need to change to overclock this? I can't seem to get it to OC to the target speed I want. For example, target is set to 4500MHz but it says 3800MHz at the post. If I set it to manual then I can't get it to post, not even at 4000MHz.

I tried changing the multiplier to 38, CPUV to 1.40, 115 BCLOCK, CPU Strap to 125 MHz. I also tried with XMP enabled or just set to manual. It just doesn't appear to be trying what I set it to. I guess I'm just not used to this gui bios stuff.

My hardware:

4x4=16GB G.SKILL F3-12800CLQ-16GBXL DDR3-1600 CL9-9-9-24 @ 1.5V
i7-3930K
Asus Sabertooth X79 604
Corsair H80
Asus EN9600GT

If someone could just tell me where to go and what to try changing I'd appreciate it. And should I leave Turbo ON? Do I set its speeds per core manually? Or what's the simplest way to get it to just 4.5GHz for now?
