Will the new generation of cards double the performance of a 290x? I am running 4k and getting tired of dual gpu setups.

My guesstimate based on history:

2015 high end gpus (Fury X/GTX 980TI) made 1440p single card gaming a reality.
2016 gpus are going to be lower power/lower cost versions of 2015 high end gpus.
2017 high end gpus will finally tackle 4k.

nope, vega is still a year away.

I don't think it's that far away. As soon as HBM2 is available they'll make it. I think it's ready but the memory tech is delayed.

eSilicon and Amkor ready for production of Vega HBM2 in September, it's undergoing QA until then.

I don't expect to see it until December or January.
