If it is true, it's a temporary law until an full Iraqi government is in place. It's no big deal.

We made lots of laws in Japan and Germany during our occupation of those countries. Are they bound by them now? Of course not.

Out of all the RIAA bashing threads 'exposing' some law or legislative proposal RIAA was pushing that would make it legal for RIAA to covet your virgin daughters or your wife on your wedding night, or get first dibs on your organs if you or a family member died, or make it illegal to own a computer, or prohibit networks and network equipment, or make it illegal to have cable television, or make a felony punishable by up to 5 years in prison to not buy a minimum of 20 music CDs per year from a top-tier music retailer, not a single one of them have been remotely accurate or true.

Yet they keep coming with this stuff and people keep believing it. Positively amazing...
