Last time I checked these people have not been tried and convicted by any court, not even a military cangaroo court. That's why they are called detainees. Innocent until proven guilty. On the other hand, if it's in violation of policy to be wearing turbans, they shouldn't be wearing them, especially since they were given appropriate head covers for their prayers. That's the problem with these open air cells, everyone sees what's happening, and they can communicate easily.
