Read what I write instead of putting words in my mouth. I said that I acknowledged that 64 bitness in and of itself does not affect VRAM usage, since dedicated VRAM is specifically for the GPU.
However, it seems you're telling me games like BF4 and the Witcher 3 which are designed from the ground up to be 64 bit, and will feature larger maps, more complex levels and models, won't utilize more VRAM?
They will certainly use more system RAM, but VRAM usage won't be any different from a 32 bit game?
Go and run a graphical intensive 32bit game and apply as much MSAA + super-sampling you can on your 4GB GTX770. While doing so check your VRAM usage.
