GTX480 Issues

Hey guys. So I recently build a gaming pc.

specs
core i7 950 stock clock @ 3.06
asus nvidia ENGTX480 stock clock
evga x58 ftw3 mobo
6gb dd3 1600 triple channel corsair
antec 1000 psu

When I play GTA IV I get really bad frame rates. 0 - 20 fps at max settings. I have a feeling it has something to do with the gpu usage. This is how it looks.

GTA IV is the only game I've played for extended periods. I did test runs with BBC2, and it also does the same cpu usage thing, however lag is not noticeable. On GTA IV the lag is pretty bad. I've come to the conclusion that the GTX 480 isn't as powerful as I thought. Going to dish out another 480 bucks for a second one, hopefully that makes it better.

You are doing something wrong. (unless you are running on a 30" screen)

You would be better served by sending me that $480... oh did I say that? Make sure you are running the latest drivers and BIOS.
