Without overclocking it should be able to, but it's close the the maximum rated. a 1000W PSU would be better.
 
Can the Seasonic 850W handle 3x GTX Titan running at full blast simultaneously?
No, full system load is about 880W - 920W during gaming based on reviews I've seen. That Seasonic unit could probably handle peaks like that from its reserve, but I wouldn't recommend it long-term.

3 Titans alone is going to eat away 85%+ of that total power, factor in everything else and you are cutting it too close. I would say no less than 950w, but 1KW - 1100W would be a very safe number, that gives you room to OC.
 
When considering getting 3 Titans, you shouldnt cut down on expenses PSU-wise. 1000-1200W is what you need, depending on the rest of your system, the overclocking (if any) and of course the element of future upgrades 🙂
