Gtx 980 voltage doesn't change incrementally

So I just picked up an MSI gtx 980 4g and I was doing some overclocking when I noticed the voltage acting stupid. I can only set min(1.218v) or max(1.243v) voltage under load. There's no in between. When I raise the core voltage to anywhere within the 0-18mV range the voltage reads 1.218v. When it's anywhere in the 19-87mV range the voltage reads 1.243v. This was not the case when I first started overclocking it. Anyone know how to fix this?

Seems common. My 970 behaved that way, so does my 980Ti.

I'm using Afterburner. Anything over +40mV doesn't raise in game voltage any higher.
