GTX 970 Half Performance

My GTX 970 have the half performance. In 3DMark i have the same results like with my previous ATI Radeon HD 7870 XT. I tried 3DMark and Need for Speed Payback in Windows 8.1 (fresh install) and i had the same performance.

1. Check for any malware:
https://www.malwarebytes.com/

If there is, remove it instantly.

2. Download Geforce and download drivers from there. You may have installed a wrong driver:

Its an old card, so if you bought it when it came out, its been 5 years since its release, open your case and clean it off of dust. Make sure your GPU, CPU and PSU are properly cleaned out of dust, then reseat all the components, reput the cables, etc...

Then you want to monitor the GPU for temperature and if its overheating, that is the most common reason for throttling and slow performance, if this is the case, you may need to reapply thermal paste to your cooler and GPU. Make sure to watch videos how to properly do that. Quick summary is you need to remove the previous thermal paste completely, use quality new thermal paste, pick a preferred method how to apply and do it. Don't immediately run the card, let the thermal paste cement for about 30 to 60 minutes before running it.
 
Install MSI Afterburner and study all graphs after the run has finished. gpu load, cpu load, temps, etc
 
I'll summarize the above and add to it:

1. Check for software problems - drivers, malware, BIOS PCIe settings, etc.
2. Check for heat and throttling issues on the GPU and CPU (clean components and/or reseat heat sinks with new thermal paste as necessary)
3. If the above options don't work, then try another PCIe slot (if you have more than one) and a different power supply to ensure it's not a power delivery problem
4. If none of that works... it could be bad news.
