What would be the efficiency of GTX 950 Along with the above system config?

Depends on the application. Some rendering and modeling applications benefit greatly from "professional" level cards' drivers. (They're the same as cheaper cards, but with better drivers.)

A fairly good pro GPU is equivalent to a 750ti. So for applications that don't benefit from those drivers a 950 should be fine.
