You will never remove all stutter from this game, and similar open world games which use streaming engines that are scaled to work on 360 and PS3. The stutter is the engine loading in data, and the way in which the engine does this is largely independent from your pc hardware, it's a software thing.

the point is some of those things have nothing to do with core parking. so I guess if I walk to the mail box and come back and my game is not stuttering or I dont hear coil whine then walking to the mail box fixed it?

Come to think of it...I didn't walk to the mail box, but I did take out the trash...that's it! Thanks toyota!

It wasn't just core parking it was HPET too. Disabling HPET reduced my overall latency by quite a bit. That could explain a few things.

I don't know man, sounds to me like core parking could have caused those issues. perhaps the CPU wasn't communicating properly with the GPU causing the stuttering and etc...

Do Sandy Bridges cpu's also have this feature? I should check to see how it is running on my setup.
core parking has nothing to do with overclocking a video card or coil whine. and yes Sandy Bridge as that too and there would be tons of threads if it was actually an issue.

yeah 99.9% of people will never disable core parking or HPET and we dont have those issues though.
