GTX 760 with fps problems

I am experiencing pretty severe frame drops while playing counter strike and I can't figure out what the issue is. I've updated all of the drivers for the mobo and gpu as that was the only thing I could think to do. I get over 100 frames for the most part, but it dips into the teens often and I have tried some different graphic settings but I lowered them and found that it helped but not very much.

everything is low, anti aliasing is off, and just about everything else off that effects the frame rate. I have a screenshot that I'll post as a reply once I'm back at my computer. Anyways, I don't know what else to do after I've reinstalled all the drivers and lowered my settings. Any help is appreciated.

I was about to suggest DPC Latency Checker, but then I was reminded upon looking it up that it has problems with accuracy when run on Windows 8.

For the one time that I had a issue like this several years back, it was the driver for a PCI wireless LAN adapter. Every few seconds the utilization on the bus would spike for no apparent reason. Replacing the adapter fixed the problem.
