GTX 680 stuck in idle mode

I am at my wits end....
I got my POV GTX 680 EXO edition in the mail yesterday and nothing i do seems to get it out of idle mode (324mhz)
Tried multiple reinstalls, even a windows reinstall and a bios flash but no avail.
Also fiddling with drivers and driver settings had no effect (setting it to max performance power mode etc)

System details:

Windows 7 64 ultimate
I7 sandybridge 2600k @ 4.4ghz
ASrock Z68 Pro3
Corsair vengeance 8gb
Cooler master rs-750-acaa-e3 (750 watt)

If anyone could figure this out id be so grateful.

Start a game? OCCT? Furmark?

And if still in idle mode, sure you measure it correctly? And does it have the power connectors etc?

Tried several games, Heaven DX11, 3d Mark.
Card wont budge and gives horrible performance due to it (much worse than my old gtx 460)

Double checked the 2 6 pin PCIe power connectors? I would guess the card stays in idle mode if it didnt get enough power.

Else I would simply RMA.

It has a 8 and 6 pin and yeah i switched them out several times (i have 4)
Cant imagine it being power starved with 750w .... i checked the requirements on the psu as well for the 12v rail and it easily gives enough....

Maybe you can check the card at a friends PC? But RMA seems the only way.

Cant help but thinking it is some setting or something i could potentially fix.

what drivers are you using?

Tried 301.24, 301.10, 301.42 and 302.59 betas.
Seems to just stay in PCIE 1.1 mode as well no matter what i do or run.

You could reinstall the vga bios - might fix it.
