GTX 660? big/little gpu?

I'm building a new system and I keep hearing things about nvidia apparently holding back on performance to keep costs down since AMD isn't competing at the higher end. I have 2 questions:
1) is this true? do I have the story right?
2) is there a 680 beater coming out soon (other than the 690 of course)? by soon I mean July/August release.

1) There's no reason to believe that GK104 can be pushed much harder than it already is. It's already a fully enabled part and extreme overclocking on enthusiast cards (680 Classified, etc) is not indicating that there's any more headroom than there usually is.
2) No. There are no new high-end consumer GPUs in the pipeline for the rest of the quarter, if not the rest of the year.
 
I don't really care about holding back performance. In fact I would like Nvidia to bring out a card with even more held back performance sooner rather than later à la an actual GTX 660. Nvidia needs to start driving some competition at the mid and lower ranges.
 
I wonder if Amd is holding out to ie, they're both just milking us consumers.

Also, I'm starting to think I should have just bought the GTX 580 with it's larger die size.

2) Why? Are you disappointed in the GTX 680 performance?
