GTAIV PC: Lang.ini error

It can't find it when I try launching the game. I did alittle investigating and I found that it was in a folder called 'activatior'. I know this game registers once the game is installed, and could this error be in part of the game registering itself onto the internet? Like it's missing because the needs to register?

Basically, what do I need to do to play this game?

Lang.ini would be the setup file specifying the language choices afaik. I'm confused how can that go missing! You have installed the game from the original DVD right?
