GTA3 HighFps MOD

After experiencing barely playable framerates with my Radeon64 DDR, tbird1.4, 512mb Ram, sblive etc... i decided to use the HighFPS Mod, a mod that is 'guaranteed' to dramatically increase fps by removing rain and other useless stuff... neways i installed it and there's still rain... 😕
there was a sligt perforamnce increase although it could just be psychological 😛 .... anyone have experience with this game/mod?

i got one too, since i legitimately bought the game. didnt help much.
