Blizlol, your problem is the old ass textures. You can get modded texture packs that make things look better. Remember, GTA4 was made for 360 and PS3. PS3 only has 256MB of VRAM...
 
ENB presets are largely subjective. Download the one closest to what you like, and tweak it to fix the things that you don't.

In my experience (especially with Skyrim ENB's), it's worth getting the ones that utilize the latest versions of ENB, for better performance and more options.
 
Where are you guys seeing built in Anti-Aliasing options for GTA4?

I am currently using FXAA with RadeonPro because I didn't see any Anti-Aliasing options in the graphics settings of the game.

Yep, GTA 4 doesn't have AA so the only option is to use post process FXAA or something along those lines...
