GTA IV loads, EFLC doesn't

When I try to start Episodes from Liberty City I get that "EFLC has stopped working" just after the second Rockstar logo fades out. So I assume that since GTAIV and EFLC are essentially the same thing I try GTAIV and I get to the opening menu. Anyone seen this or have any ideas on what would kill EFLC but not GTAIV. Makes me think it isn't a software/driver setup issue but something else.

This is on Vista 64, I've tried compatibility and admin stuff.
 
There is/was. I did manage to figure out the issue so I guess I'll post it in case someone else sees this in search.

You cannot run EFLC from the directory it is installed to it has to be run from Steam and it has to be run with admin. I tried running with admin but from the install directory not through steam which is why it seemed like admin wasn't working for me. It is apparently something to do with securom (yay DRM).
