GTA IV ICEnhancer too bright (solved)

So I just got my new 1920x1080 monitor in and I finally am able to play GTA IV (before I would get 20fps due to CPU bottleneck on my 1024x768). Install some good mods;
Ultimate texture
RealizmIV
Icenhancer

But after I installed icenhancer I (yet again) have extreme brightness:

Every time ive tried to install this mod (since it first came oit) it has looked like this. Im sure its installed properly since its simply drag and drop, can NAYONE help me with this, the game is currently unplayable and the entire reason I got this monitor was so I could play GTA IV. BTW FPS is still low 50's minimum with all the mods and brightness.

How about you just don't install the mod, or mention it on the mod forums themselves.

That doesnt sound like a solution to my problem. A lot of things could be avoided by NOT doing somthing, thats why there are places like ATF, since people actually want to do things (build their own PC, OC them, mod games) otherwise this place would be pointless. And I dont think their forums are visited enough to give me any sort of an answer.

Sounds like a bug to me. I think you'd have to get in touch with the developer or the community for the mods. I'll be surprised if anybody here can help you here. Then again, I've been surprised.

I think youre right, I hope he still supports it, he said that he wont be making any new versions for it.

Seems fairly common though, I dont think its isolated to just me.

EDIT - After some HEAVY sleuthing and some work on my own I have fixed the problem.

Hopefully this solution will help others:
Remove Xlive.dll and xlive_d.dll from your install directory, replace it woth a proper version of Dsound.dll. Solved everything and let my play MP.

IIRC, you can tweak the xml file to get different levels of glow and darkness, complete with Bloom and HDR. But then again, i'm not sure cos it was so long ago.
