We have always been fairly loose as far as what we allow users to do pc-wise... apparently the "parent" company likes/wants things LOCKED down... a coworker said that usually companies that do that have the feeling that it creates less of a need for IT staff. == not good for me.
 
Been there, what you need to do, or have your boss do is not to give up anything.

We used to be a small securities firm (white), purchased by a bank.

Then the bank purchased a bigger securities firm (green)

We didn't give up the servers monitoring duties to the bank IT headquarter. the green side did.

The bank removed the IT dept for the green side. We're still here and growing.
 
^ your company was the exception to the rule I guess..

Every company I have worked for was bloated in the above named departments.
