Grr quit taking my DSL modem away...please help

I am running windows XP and I am trying to run a home network to share internet and files
betwen my 2 PCs. I have DSL internet and use a SpeedStream 3060 ADSL modem and I am
running windows XP. I have 2 linksys NIC and crossover cable to connect the 2 PCs. I
follow instructions (in Windows XP) to setup network but it cant sync up the 2 PCs til I logoff
the internet then BAM, file sharing if fine but I cant get back on internet. (Modem is busy)
For some reason it keeps taking the ATM controller for my modem and using it to connect between
the 2 PCs. The NIC has its own ATM controller but I cant get it to use that instead of the modem.

I know it might be difficult to troubleshot my problem but what I mainly want to know is there any reason
that I CAN NOT set this up with the given equipment?
