Group Policy problems

I have a brand new installation of Windows 2003. I created one OU called Terminal Server and applied a group policy to it. I have a Security Group - Global called TS Group with a couple users inside.

No one inside the group will get the group policy.

If I move a user to the OU, the group policy will work.

It does not make sense? Argg
