Group policy not working for users!

I have two group policy for the "students" organizational unit. The one at the top of the list is called "students' policy." this policy has various settings that affect ALL students.

Underneath that policy there's another policy called "Newspaper." All this has is one logon policy that maps a drive for 10 users. However, ONLY 4 users are affected by this policy. I went to "Properties" for the "newspaper" GPO and it reads 4 users. I added about 10 individual accounts to the list and clicked on Apply and Read. Authenticated has both Apply and Read.

It seems everyone is "linked" to the "students' policy," but only 4 users are affected by the "newspaper" policy. This is driving me nuts! Maybe there's another way to map a drive for these 10 users?
 
I would suggest a start-up script, except that would also require a working OU. Maybe it isnt propogated (sp and i think i got the word mega-wrong) to your other servers yet?
