I'm asking what does it mean to disable it from running silently? I don't understand what that means?

In Windows 2000, you could run Regedit without ANYTHING showing on the screen (run silently). Windows XP and 2003 don't have this option. That's what "running silently" means. But, as I stated, I do NOT fully understand this setting at this moment. I was hoping that the referenced link would help you to figure it out.
 
xp and 2k3 DO have this option, I use it for batch scripting all the time
regedit /s C:\registrychanges.reg

Yeah, you are definitely right. That's what I get from trying to read technical documentation at 2:00am. 😱
 
So running silently means if someone where to type in regedit they would just get a empty window?

No silenty menas merging a registry file without displaying any user notification while doing so.

 
I want to disable the registry through "regedit"
Not clear on what you want to do here. Do you want to prevent users from editing the registry? That's simple. Don't make them administrators.
 
From the description I can see in your screenshot (partially hidden by the front window, just left of it), it looks like maybe if a user tries to run regedit, they will get a message saying that is is disabled, unless this option is enabled, then they don't get anything at all.

If you read the whole description, right there in your screenshot, it probably is a little clearer.
