Grounding question (got it!)

Ok, so I got a belkin mini 1 jack surge protector which has a ground light. I plugged it to some of my outlets in my basement which are 3 pronged and it dosen't light up, I go "wtf?". So I took a volt meter to measure if there was a connection between the 3rd pin and the metal conduit and there was. I took a piece of wire and attached it to the metal conduit directly to a water pipe which I know for sure is grounded and the surge protector still says it is not grounded...any ideas?

There was an outlet that was added by the former owner of the house before they handed it over and that was grounded according to the surge protector

solution: turns out the outlets were not installed correctly, black and white were switched! bah!
