Question Grounding myself before building

Hey so i got a question, its known to keep your PSU plugged into the wall but have the PSU switch in the OFF position. Can i still use my PSU for grounding if it doesnt have an ON / OFF switch ... basically it will always be ON. I am probably overthinking but curious.

DON'T keep your PSU plugged into the AC output, while building.

1) It's actually unnecessary, and
2) It's a huge safety-factor / risk.

All that's necessary, if you want to follow "safe" ESD procedure, is to ground yourself to the chassis that you are installing parts into, not necessarily "Earth Ground". That's enough to prevent unwanted static discharge through parts.
