This has NOTHING to do with environmental irony.

This is a simple case of not having proper documents.

This happens more than you think and officials don't take it as laughing material.

When this happens on your cruise and you get stranded on an island for a day and miss port calls because the CG makes your ship leave the port and stay 12 miles offshore for half a day it's not funny either.

Oh and we carry ten times that much "petroleum product".

This was one unintended breaking of laws
EDIT: or maybe they were protesting against the law that requires every ship to declare its petroleum products while moving on the sea

Having been "forced" to work for one of these groups in college (Sierra Club), I can assure you they are a bunch of wackos.
