Green Tint on ENB'd Skyrim?

Hey guys, I did a quick forum search, but couldn't find anything, so I decided to post here in the hopes that someone can solve my problem.

Here's the thing: Skyrim turns a weird shade of bluish-green with the ENB on and the graphics change. Not just rises in demand (such as many enemies or effects at once), but any dramatic changes such as from indoors to outdoors. It can be fixed by toggling out of the ENB and then back after a few minutes.

Here's the exact setup I have:
Factory overclocked EVGA 670 2GB with the 310.90 WHQL drivers
DVI-to-VGA converter
VGA Cable (the default one that comes with cheaper Dell monitors)
Dell S2240M monitor

As for Skyrim, I'm running Climates of Tameriel and ProjectENB with ENB Series 0.119. I also have several mods to fix meshes (bow/arrow, dungeon walls, waterfalls) and increases the detail quality of the distant landscape. The tint still occurs with every mod off EXCEPT the ENB.

Is it my converter, drivers, or just the ENB being too demanding?
