Green and Brown Picture

Picking up a'broken' free TV (via freecycle) today:

"We have a medium-sized (19") TV that works except that the picture
only shows up in green and brown (I think). If anyone out there is
handy with TVs they may want it."

Anyone know what might cause the picture to look like that?
