Another interesting commentary on this is the "grind house" documentary on Netflix. Plus there is a documentary on the rise & fall of Australian "grind house" style movies during the 60's/70's.

Probably one of the craziest movies I remember is the beginning to "Doc Hollywood" with Michael J. Fox no less...which is a PG-13 movie with a full minute or two of full on boobie action as the girl is getting out of the lake.

Pretty sure this 80s movie has boobs and is rated PG. Maybe they figure that no guy would watch it, so that's okay.
