Graphics Editing on Web Page

I'm looking for a way to integrate some simple graphics editing functionally onto a web site. I need to give users a way to submit their own advertisement design. They should be able to do things like add text, pick colors, and position their own logos if they have a picture already scanned in.

Seems like a Java app that has this functionality would be about the only way to do this. Anybody know if some Java source like this or even a pay Java app that could be used on the site?
 
I think there was a website that used Flash to do something similar. I can't think of the name though...
