graphics creation programs?

Anybody know of any software that's especially good from creating images? I'm a programmer and suck at drawing/computer art. I'd really like to get better so I can make my gui's look nice. I know that a good graphics app can really make that process a lot easier.

So I'll be doing basic stuff like creating icons and buttons with shading and shadows, but want them to look professional. I have photoshop but it doesn't seem well suited for creating new images.

Photoshop is the best digital imaging program in my opinion. There's also Paint Stop Pro.

i really want either fireworks, or photoshop... but i dont got the money for em
