Graphics Card Recommendation Please

I'm looking to upgrade my ATI Radeon x1950 Pro (512 MB). I have a E8400 running @ 3.8Ghz and a Dell 2408WFP running at 1920 x 1200. Currently I don't play any games that are to graphics intensive. Mostly Team Fortress 2 and some Mass Effect 2 and Call of Duty WaW. I would like to be able to play GTAIV, which I can not with my x1950 Pro. My main reason for upgrading though is so I can play Bluray media. My x1950 isn't really supported under Windows 7 and doesn't appear to be HDCP compliant. I'm looking to stay under $150. What would be the best bang for my buck?
