Graphics Card Failure?

I have a second computer with an ATI 1600 Pro in it, and this morning when I plugged a charger into the power strip the monitor turned completely off. After turning the power strip off and back on then restarting the computer, the monitor turned back on, but it acts as though the computer is still off. I have tried hooking another monitor up, but the same thing happens. The computer also will not load into windows. Can someone tell me if this means the graphics card (4 months old) has gone bad or maybe shorted out?

Thanks

Yes it is very possible and actually very probable that your video card has gone out. You know it's not the monitor, it's your computer. Most likley cause for no video even on post is your vid card esp since windows will boot up meaning I don't think it's your ram.

Yeah I did that, rebooted, unplugged the monitor and plugged it back in, and did a number of other things to try and figure out the problem. The only solution that worked though was replacing the graphics card. My guess is that it was a power surge that fried the card. I'm just glad it didn't hurt anything else. Thanks for the help though.
