graphics and psu problems

hello everyone I just signed up to the forums and I have this problem that I need to solve very quickly if possible. I bought a diy kit only to build my own pc (amateur builder) and it came with all the necessary parts. I installed everything and when I went to turn it on the fans lit up and ran.. except for the graphics card fan, now I know the immediate thought is the card is defective, but I was wondering if maybe my psu isnt strong enough to start it up.

the specs are:

gigabyte r7 260x gddr5-1gb
and the psu is a Raidmax 500w one.
(almost forgot) the cpu is an amd fx6300

I understand that the card requires 450w to run but I was told in a different forum something about factoring in the wattage needed for the cpu as well,
I would like some help if possible to figure out wether I need to send the card back ? or to get a better power supply. thank you for your time and any answers you may have.

Did you plug the 6 pin power cable to the Card?

Because your PSU should be enough for this setup. The R7 260x should not pull more than 150w.
