Graphic stutters when trying for 1GHZ

I seem to be getting graphic stutters after a little while running a benchmark when trying to get my PIII 700 to 1GHZ (980 runs fine). This is with the stock HS and fan and cheap grease since my Alpha is lost in mail hell.

I have a CUSL2-C... correct me if I am wrong but if I run a 133:133:33 FSB:SDRAM: PCI ratio and set the FSB to 143, the AGP bus will be using the 1/2 multiplier, therefore running at71.5. I know my GeForce can handle that since it was running at 133FSB with a board that only has the 2/3 multiplier (89MHZ)

To make a long story short, does this sound like something that will be fixed with the Alpha/YS tech fan combo with artic silver grease or does it sound like a video card problem?

 
Don't think it is the Ram. I have Mosel in there that everyone claims will do 160 easy... Besides, it still freaks out if I bump the CPU😀RAM ratio down to 133:100.
