At what settings are you running the game ? And is this online or single player ?

EDIT: I have a 9800GTX in another rig here. And it is on 1440x900 resolution as well. It lags somewhat in those games as well. I have all 3 of those games. And isnt the GTS450 a 128 bit card ?

Try running Crysis in DX9. Unless you already are.

It doesn't lag online ? But only lags in multiplayer ?

What was your video card before this ? Did you uninstall/reinstall drivers properly ?

When you turned to low settings did the gameplay get better? Do you have any virus' that are bogging your system down? You can install FRAPS and it has a fps counter so you can see how many frames per second you are getting.

That's your problem. You need to overclock your videocard. 20 fps is unplayable. 30fps is a minimum. Overclocking will give you more fps.

Vsync on or off ? With low settings on, what are the settings in the NV control panel ? Application preference ? Or ?

The momentary pausing (stuttering) was a known issue with Black Ops. I have a lower end system and managed to finish the single player campaign, but it was very annoying to have the stuttering. Many patches were issued, but never solved the problem for me, and many people with very good rigs also had the problem.
Dont know that much about your cpu or the new GT 450 video card, but your cpu could be holding you back since it is only dual core, not a quad. It might be being overloaded at times causing the pausing, but is otherwise sufficient. Many of the more recent console ports are poorly coded and require a lot of cpu power for best play.

Found the problem. The devil has invaded your PC. You should beat that game immediately and the problem will be expelled from your computer.

:p

In other news, that seems like a strange problem. Are the FPS numbers dipping way down when these "stutters" happening, or is it more like a momentary pause in everything on your computer? It could be an OS or a hard drive problem.

perhaps your card is throttling due to heat? try setting the fan to 100% while gaming.
