GPU Stock Fan Speed

Downloaded RivaTuner and turned on hardware monitoring. It showed in there that the fan reference speed is at 50%-ish, anyone know how to increase the stock fan? Probably that's why my BFG 6800GT OC is running on 65-66 idle and 77 load. Shouldnt it be running at 100% fan speed?
Any help is appreciated. Thanks.

BFG 6800 GT OC @ 370/1000

Gainward's Expertool works for my XFX 6600GT. I use it to lower the fan speed to lower the noise for 2D work, then set it automatically to 100% for 3D gaming.
