gpu sound issues before and after upgrade

Hi folks, looking for a few pointers here. I recently upgraded to a gtx 1070 from a 770 and after testing a few games realised there's something seriously wrong with my rig. I've done all the usual stuff. Used ddu to reinstall drivers, made sure i had the newest ones, checked cpu and gpu temps etc.

I was having an issue with the 770 where i could actually hear something cutting in and cutting out while in game and under load. Sounded like you could actually hear the gpu throttling. It's hard to explain but the issue is still there with the 1070. Tried gta 5, fallout 4 and witcher 3 and they're an absolute stuttery mess. Framerate is all over the shop and you can hear the card (i presume it's the card) making noise and sounding like it's struggling. It's not coil whine, it's something that only happens when in game. The sound the card is making is actually like a stuttering sound if that makes sense.

In gta 5 when i paused the game and disabled vsync you could hear this stuttering sound cut in and cut out as the frames were going up and down. Really worrying stuff. Anyone ever experienced similar stuff to this? Any help on this would be greatly appreciated! Cheers
