GPU overheats, fan not automatically spinning

The fan on my graphics card doesn't turn on unless I use a third party fan control. MSI Afterburner and Speedfan are both working. However, if neither of them is on, the fan seems not to run. (The card is an MSI RX 480 4GB.)

Everyone in the family uses the computer and there are multiple accounts, so I don't want to rely on people to start up Speedfan. Furthermore, the graphics card shouldn't need to be told to spin the fan when the GPU hits 90 degrees C.

Any suggestions about why the graphics card isn't operating as expected?
 
That moment when you're like "Oh yeah, drivers..."

Turns out something seems to have been wrong with them and Radeon Software wouldn't even start. Reinstall. Fan behaves properly. Thanks.
Radeon Software sometimes behaved like that, AWOL in random days. But I noticed since ver. 18.5.1, it never happened again.
