GPU or CPU upgrade for a game?

So, my friend and I are debating which to upgrade for Doom 3. He has an xp 3200 and a 9800pro. He wants max frames per second and AA and scropic filtering on full. I tell him an X800XT upgrade rather than a 3.0 P4 would accomplish what you want. He says its the CPU that gives you the performance.

Which is it? Which should he upgrade?
